GLA Senior Engineer Luis Mariscal, PE, has been generously volunteering his weekends assisting both the American Society of Civil Engineers (ASCE) Student Chapter and the Society of Hispanic Professional Engineers (SHPE) Orange County – Inland Empire (OC-IE) Student Chapter at Cal Poly Pomona. The SHPE OC-IE chapter is composed of students and professionals from local regional colleges. In early April 2025, he assisted the Cal Poly Pomona student chapter in hosting the ASCE 2025 Pacific Southwest Student Symposium where over 14 ASCE student chapters competed in showcasing their skills and achievements by designing, building, and/or competing in various civil engineering activities. Luis served as a judge on the geo-wall design portion of the competition. Students from 14 universities from Southern California and Hawaii, including UCLA, USC, University of Hawaii-Manoa, CSU Long Beach, CSU Fullerton, CSU San Diego, UC Irvine, UC San Diego, LMU, CSU Northridge, and CSU Los Angeles, were among the 14 schools in attendance. Competition at ASCE PSWS 2025 includes professional presentations by teams in steel bridge design, concrete canoe competition, surveying, geowall, and timber-strong design-build (which incorporates sustainable design, environmental design, and transportation design components to the annual competition). It was rewarding to see more than 1000 students from multiple schools compete, network, and celebrate civil engineering. CSU Los Angeles will host the event in 2026.
In late April 2025, Luis volunteered at a SHPE OC-IE event at the Santa Ana High School that introduced parents to a new pre-college student program titled “Equipando Padres Academy.” The Academy aims to become a resource to help guide parents and pre-college students become the future of engineering by providing the knowledge and tools necessary to develop an engineering career. As part of the program, SHPE professionals delivered presentations to parents and pre-college students that provided information from various topics, including: Why college? How to choose a college? Preparing for college visits. Funding a college education. The panel of students and professionals shared their experiences with parents and prospective students while bringing awareness of the SHPE program to the local Latino community.
Mr. Mariscal is a State of California registered Civil Engineer, and is a professional member of both the Society of Hispanic Professional Engineers Orange County-Inland Empire (SHPE-OC IE) and American Society of Civil Engineers (ASCE) Pomona.
Mr. Mariscal has more than 25 years of experience in landfill construction, design, modeling, developing and implementing field demonstrations, and performing construction quality assurance (CQA) monitoring of alternative final cover systems throughout the southwestern United States. GLA is grateful that our success has allowed us to support the next generation of engineering professionals, give back to our local and global communities, and contribute to professional organizations.
